I wouldn't spend PI to get capital import routes, since you'll get more trade routes simply by expanding your capital pop size and civilization. After awhile building a couple of academies or libraries to keep nobles or citizens happy is just worth it. But then money is never really an issue except for in the beginning. It will take a lot of time to recuperate the losses (like years and years) of, say, an academy. They are sometimes released alongside a new, major DLC when this occurs a portion of the DLC's features are usually shipped as part of the coinciding free patch, thus made available to anyone who has the base game. Patches fix many bugs and/or implement balance tweaks. After those two buildings they really diminish in value. Patches and hotfixes are free updates for Imperator: Rome, though there they are different in purpose. I'd say that Great Temple is the second best building, simply because religious unhappiness is more important to keep in check than cultural.
